If you want to disable the ability to use the F3 key from either the Windows Explorer or Internet Explorer
- Start Regedit
- Go to HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
- Create a Dword value called NoFindFiles
- Give it a value of 1
- Reboot
